Driving education system transformation is at the heart of how GPE works and GPE 2025 will help partner countries achieve change by leveraging global and national relationships in support of their priority reforms and activities.
GPE 2025 is the strategic plan for the partnership covering five years, 2021 to 2025.
The plan is aligned with and directly addresses SDG 4. Its main goal is to accelerate access, learning outcomes and gender equality through equitable, inclusive, and resilient education systems fit for the 21 st century.
It outlines 3 objectives that the partnership will pursue over the 5-year period:
- Strengthen gender-responsive planning and policy development for system-wide impact
- Mobilize coordinated action and financing to enable transformative change
- Strengthen capacity, adapt, and learn, to implement and drive results at scale
These 3 country-level objectives are supported by a enabling, global objective: to mobilize global and national partners and resources for sustainable results.

2021-2040 NOAA Education Strategic Plan
Goal 1: science-informed society, goal 2: conservation and stewardship, goal 3: ready, responsive, resilient, goal 4: future workforce, goal 5: organizational excellence.
NOAA Education engages people in our mission by providing opportunities for individuals of all backgrounds to learn science. We aim to inspire students and the public, help educators incorporate NOAA resources into their teaching, and build enduring relationships with partners whose expertise complements our own.

Objective 1.1
Youth and adults, particularly from underserved groups, engage with NOAA-related sciences through education and outreach opportunities.

NOAA Education provides opportunities for learners to connect with their local ecosystems and gives them tools to help them understand how individual behavior impacts the environment. We help people have an active voice in managing and protecting the resources they care about.

NOAA Education helps individuals and communities learn how to make informed decisions about the environmental hazards they face. Everyone, including the most vulnerable populations with the highest risk to impacts from hazards and the fewest resources to respond, needs to be empowered to protect themselves, their families, and their communities.

Building and supporting a diverse and skilled future STEM workforce is critical to NOAA’s mission. Our programs cultivate the next generation of scientists and experts, supporting students of all levels and recent graduates.

Students, particularly from underrepresented groups, become aware of and interested in education and career pathways in NOAA mission disciplines.
